Este libro es una obra conmemorativa de una fecha histórica relacionada con el Bicentenario del proceso de Independencia de Colombia. Justamente posee problemáticas variadas, pero siempre con fenomenologías en torno a 1819, verbigracia, los antecedentes, las distintas miradas del problema histórico e historiográfico desde diversas ópticas de análisis (como en efecto las hay), sus repercusiones y, por supuesto, lo que representó a lo largo del tiempo para la construcción del Estado-Nación.

El interés de esta obra se debe fundamentalmente a que sólo comprendiendo la evolución y significado del Estado romano -principalmente en la época del Imperio bizantino- podemos entender el sentido cultural de Occidente y, en buena medida, del Oriente. Este estudio se extiende desde la fundación de la nueva Roma en el siglo IV, hasta su conquista por los cruzados en 1204.
