La presente publicación se centra en conocer, valorar y profundizar acerca de un específico ceremonial y protocolo parlamentarios, como protocolo con entidad y singularidad propia dentro del protocolo institucional. Para ello se analiza y toma como referencia la normativa parlamentaria protocolaria existente desde las Cortes de Cádiz hasta el periodo anterior a la Constitución de 1978. Todo ello para concluir, desde un sentido estricto, qué el protocolo es norma y por tanto Derecho. This publication seeks to know, evaluate and deepen about a specific ceremonial and parliamentary protocol, as protocol entity and own uniqueness within the institutional protocol. For this, the existing protocol parliamentary legislation is analyzed from the Cortes of Cadiz to the period prior to the Constitution of 1978. All this to conclude, from a strict sense, the protocol is legal norm and therefore law.
